For the most part, as far as I know, because I've talked to others that wanted their pics uncencored.
The one that you posted is uncencorable. The program that they use, probably photoshop, blurs the image and moves the pixels around.
The picture is saved exactly like it is, and unless you can get the PSD file, which is, for photoshop, the actual image with the edits in place that includes the history of the creator editing the picture.
But without the actual PSD file, you really dont have much hope of uncencoring it unless you completely redraw the blurred part, thus changing the image from its origional state and not truely having the real thing.
Seriously, there was somewhere around a 5 page debate on this subject on one of the "chans"

Even if you used some kind of uncensoring-program (is that like the "debigulator" of Frinks?) you'd still be left with something that's not like the original. I think redrawing is the best bet. I'll pass, though. Sorry.
