In the SFV anime, Chun Li (and Ryu) were captured and brainwashed to fight with triangle-shaped microchips implanted in their foreheads. On the other hand Cammy was a hired assassin.
In this version I guess Bison got Chun Li and Cammy to act out their urges upon two random dudes. I guess when you run Shadaloo you don't settle for watching porn, you make it yourself.
